From the Catalan Vexillological Association website (my translation):

Meaning: The wavy line represents the two fountains on the arms [from where the eight flowers are also borrowed.]

Santiago Dotor, 8 October 2001

A horizontally divided white over blue flag, the division line being wavy (with three crests), on the bottom half eight yellow roses arranged 3,2,3. Almost a banner of the city arms, as they appear at the Catalan Vexillological Association website.
