According to Chapter 15, Rule 79.1(b) of the "Procedures, Organisation and Rules" of The Scout Association, "Groups recognised by the Royal Navy may use a Red Ensign defaced with the Arrowhead Badge surmounted by an Admiralty Crown in the fly." I have used Graham Bartram's Red Ensign on FOTW (gb-reden.gif), the Arrowhead badge from the Scout Association's site, and the naval crown from Graham's flag of the Maritime Volunteer Service at

Other websites of branches of the Sea Scouts show variations of the flag above. The 64th Sea Scouts site has a pop-up of the flag, which although the Union in the canton is not so accurate, has a more realistic crown and the words "BE PREPARED" below.
