Here is the translation: "The flag of the community is divided lengthwise, and takes its colours from the CoA's principal colours, white (silver/argent), and scarlet.  In the centre of the flag, the CoA can be seen in its original colours."
[In the centre of the top band, the year 1999 is inscribed.  On the bottom band, the name "Nagyveleg" is inscribed.  It also seems to be fringed, although the definition of the picture isn't good enough for me to tell whether it is simply golden, or R-W-V.  My comments are based on the flag in the graphic, on the page mentionned above.]
