Are there three snowflakes in the green part of the shield? They would refer to the international bobsleigh and sledge track located in Sigulda (and former training center of Soviet Union, if I remember correctly).

No, there are daisy flowers. Arm of Sigulda is created in 1930ies, bobsleigh track in 1980ies (IIRC).
