Lingewaal municipality

Number of inhabitants (1 Jan 2003): 10.679; area: 54,56 km². Settlements: Asperen (seat), Herwijnen, Heukelum, Spijk, Vuren.
Lingewaal was formed by the merger of the former municipalities of Asperen, Herwijnen, Heukelum and Vuren.on 1 Jan 1986. It was first named Vuren; on 1 Jan 1987 it was renamed Lingewaal.
Lingewaal is not on my maps. The Linge is a river of c. 100 km long, more or less the heart of the Betuwe. The Waal is one of the big rivers, receiving water from Rhine and Maas (Meuse), so this municipality must be between these rivers.

I suppose it's the Coat of Arms, which is depicted on this flag.
