A couple of tries:
Per pale, Or and Gules, in dexter a base of the second, in sinister a chief of the first.
A skosh more abstractly geometrical, but emphasizes the symmetry:
Per fess, Or and Gules, a fess quarterly, 2 and 3 counterchanged.

The blazon in English would be something like:
"Per fess debruised Or and Gules"
though Parker's dictionary
"Per fess fracted Or and Gules"
"Per fess downset Or and Gules"
The latter cleary (at least to me) suggest that the sinister part is lower the dexter, which is not the case of Nordkapp COA, and I supposed "upset" could not come into account. Then maybe:
"Per fess downset on dexter Or and Gules"
