This is the Portuguese Ollympic Commitee (Comité Olímpico Português) flag, showing their logo on a white background (what else?). The logo is the five olympic rings and an eschuteon of Portugal ancienne (a stylized version of the 1185 flag and arms, showing only five bezants on modern looking escuteons, like the inner part of Portugal moderne). This eschuteon cover the lower parts of the yellow ring (fly side) and of the green ring (hoist side).
