The Ngaraard state flag is similar to the Palau flag, except for a red
five-pointed star in the center of the disk.

Is the Ngaraard flag just supposed to be the national flag with a red
star in the center of the yellow disk? The Palauan national flag has the
disk more towards the hoist, yet the Ngaraard flag is centered.
