On May 28th, 2002 Duma (municipal council) of Cheliabinsk adopted the flag.
Now Chelyabinsk have two camels: on the regional
flag and on the municipal one.

I was recently in a small town in the oblast named Yuzhnoural'sk
which definately has its own flag. It features a white deer jumping (to
the left) over two crossed sabers (pointed down). The main part of the flag
is red with a blue stipe at the bottom and a yellow stripe along the right
side.
