This is the State Ensign according to Smith 1975 and Album des Pavillons 1990.

Ivan Sache, 16 January 2000

From my observations as a Singaporean, the State Ensign has been used only by the Singapore Police Coast Guard (a branch of the Singapore Police Force), aboard their naval vessels.
