I am not sure about that design of the department of La Libertad that is here.It could be the flag of the department's capital Santa Tecla (also known as Nueva San Salvador). I did had the other flag on my hands and made the drawing right there. I have seen that description also in the book written by Crampton and ask them while I was there about it, but no one knew.
