From the site of Ukrainian Heraldry:
"It was confirmed at July, 30th, 2002 by the region council decision N3/6. There is rectangular panel with sides ratio as 1:2. It is divided on the two vertical strips - white and blue. On the white strip is region's emblem."

From the site of Ukrainian Heraldry:
"It was confirmed at July, 30th, 2002 by thee region council decision N3/6. In an azure shield is argent brick gate accompanied by walls. In the gate art three ancient warriors - one with sword, right with plough, left with hammer. The author is F.Kolotjuk. Name "Ratne" come from "Rat'" - army. There are not warriors only, but craftsmen and peasants too. The gate means frontier."
