According to Fox-Davies, the "normal" way of displaying livery colours in flag form is showing the tincture of the main charge above that of the main field (I am not quoting as I do not have my sources here right now). Most cases of Landesfarben I have seen follow this rule, not only in Germany (cf. Prussia, Brandenburg, former Westphalia, even the national flag) and Austria (black eagle in yellow field) but also other non-German countries (cf. Poland).
