Flag adopted 13.07.1994, according to Dirk Schönberger's Administrative Divisions of the World website. From Ralf Hartemink's International Civic Arms website:

The arms were granted on January 17, 1995. The lions in the upper part of the arms symbolise the two major historical rulers in the area, the Counts of Meissen (black lion) and the Princes of Reuss (golden lion). The base shows the two rivers Saale and Orla.
