Some days ago I reported the flag of Lipetsk oblast in Vexillum list. Unluckley image I have is small and the details of the coa can be readables.

This seems to be the flag of Lipetsk city; Lipetsk oblast has not adopted a flag for the moment.

The tree on the flag of Lipetsk (and on the coat of arms, too) is a lime-tree ("lipa" in russian), these are “canting arms”.
