The size of the coat of arms is not defined. Jiri Tenora suggests that it should be probably 1/3 of flag width (i.e. 1/2 of height), and is probably right, I tried some other sizes (1/3 and 2/3 of height) and if doesn't fit nicely.

Album des Pavillons [pay00] shows a border guard ensign consisting of a blue-white-red triangle placed along the hoist, the field being otherwise red.
Jan Oskar Engene, 20 November 1996
I have never heard of any ensign of border guard of former Yugoslavia, so I can't speculate about this one either. I have the text of the Yugoslav law on different flags, but as far as I can remember it doesn't mention border guard at all, or anything of the sort. Of course, it may well be that the ensign is defined by some other law.

My source is Jiri Tenora, I now think it is rather a customs ensign.
