From Omsk I've got the answer that there are nor coat of arms nor flag of Omsk region because the laws about symbols of Omsk region were not passed yet.

Please note that these texts prove that no flag was adopted following the first competition (jury decision in december 1997). The second competition announced may have or not yielded finally a flag and coat of for the region, but I wander how this related to the adoption of the old RSFSR flag reported in August: How does the all-russian soviet flag «take into account the particularities of the Omsk area of the Irtysh Valley, its history and heraldry, the traditions of the Siberians, the bond of generations, and the recognition of the economic, social, and cultural development of the region»?...

Resolution Of The Legislative Assembly Of Omsk Region
On The Results Of Public Discussion Of Sketches Of The Coat Of Arms And Flag Of Omsk Region (Of 9 December 1997 #308)

By decision of the Legislative Assembly of Omsk Region (Resolution of 21.10.97 #248 On Proposals by the Commission of the Results of the Competition to Create the Designs of the Coat of Arms and Flag of Omsk Region) the designs of a coat of arms and flag of Omsk Region under the names "Skeleton" and "Steppe Eagle" were published in the newspapers Omsk Messenger, Omsk Pravda, Evening Omsk, and Peasant Word, and were broadcast on the station Irtysh. The heads of the municipal government of the city of Omsk, of organs of local self-government, and of community organizations, and citizens of the region received these proposals from the committee as the property of the Legislative Assembly of Omsk Region. These proposals were submitted by firms prior to the competition to create a coat of arms and flag for Omsk Region. The commission to create the coat of arms and flag of Omsk Region has condemned premature variants.

With regard to the proposed variants of sketches of a coat of arms and flag of Omsk Region under the names "Skeleton" and "Steppe Eagle", the Legislative Assembly of Omsk Region resolves:

  1. that the work of public discussion of the sketches of a coat of arms and flag of Omsk Region under the names "Skeleton" and "Steppe Eagle" is considered finished.
  2. to recognize that the sketches of a coat of arms and flag of Omsk Region under the names "Skeleton" and "Steppe Eagle" in the given variants cannot be the coat of arms and flag of Omsk Region.
  3. to consider accordingly prolonging the competition to create the designs of the coat of arms and flag of Omsk Region. In accordance with the resolution of the Legislative Assembly of Omsk Region On the Appropriation of Means to Conduct a Competition to Create the Coat of Arms, Flag, and Anthem of Omsk Region (27.02.95 #18) to establish a prize fund for the competition to create sketches of the coat of arms and flag of Omsk Region in the amount of 28 million rubles. To agree with the conditions of the competition to create sketches of the coat of arms and flag of Omsk Region.
  4. to charge V. V. Radul, editor of the newspaper "Omsk Messenger," to publish the conditions of the competition to create a coat of arms and flag of Omsk Region.

Conditions Of The Competition To Create Sketches Of The Coat Of Arms And Flag Of Omsk Region

  1. Individuals and firms in Omsk Region and elsewhere may participate in the competition to create sketches of the coat of arms and flag of Omsk Region. Participants must submit simultaneously designs for a coat of arms and a flag of Omsk Region.
  2. In the creation of designs for a coat of arms and a flag for Omsk Region it is necessary to take into account the particularities of the Omsk area of the Irtysh Valley, its history and heraldry, the traditions of the Siberians, the bond of generations, and the recognition of the economic, social, and cultural development of the region.
  3. Sketches of the coat of arms and flag shall be executed on separate boards measuring 50 cm. by 70 cm. in multicolored and black-white variants (on a single board) horizontally arranged. Explanatory remarks shall be presented in two copies in no more than two typewritten pages, in which shall be given a description of the idea of the coat of arms (flag), its color, form, proportions and so on. These works shall be presented to the commission under a name (one word) which shall be placed in the upper right-hand corner of the board (height of the characters 1 cm). Attached to the sketch shall be a printed envelope with the same name, containing information about the author or authors (full name, complete street address, telephone number), and the proportional distribution of the prize on a percentage basis. In the interest of preserving anonymity until the end of the contest, on the envelope show the full name and address of a person in the city of Omsk through whom entrants can be informed of the progress of the competition.
  4. The reception of sketches of a coat of arms and flag will continue until the fifth of February 1998.
  5. The prize fund of the competition to create the designs of the coat of arms and flag of Omsk Region is established in the amount of twenty-eight million rubles, divided thus:
    • first prize for sketches of a coat of arms and flag — twelve million rubles;
    • second prize for sketches of a coat of arms and flag — ten million rubles;
    • third prize for sketches of a coat of arms and flag — five million rubles;
    • two consolation prizes for sketches of a coat of arms and flag - five hundred thousand rubles each
  6. All works presented in competition shall be deposited in the administrative archives of Omsk Region.
  7. Works in competition shall be presented for the examination of the commission at the address: 644002, Omsk-2, Red Path #1, Legislative Assembly of Omsk Region, marked "Competition." Telephone numbers for questions: 23-07-58, 23-15-80.

Please note that the values given are in old roubles: On Jan 1st 1998 the rouble was devalued 1000 fold, being one new rouble equivalent to 1000 old roubles (it was also equivalent to one US dollar — now it is worth four cents...) All this meaning that the first prize was worth approx. 1200 USD.

With band in dark blue, the flag with h&s is the flag of Omsk Oblast.

The flag of Omsk region is adopted this month: it is like Voronezh based in the RSFSR, but complete with yellow hammer and sickle and star! Then is better to say, same that the old Russian Republic flag. Surely Communist Party rules Omsk currently. (Source: letter from Andrey Jahwlanski)

Omsk City flag and coat-of-arms

In 1996 (?), the original Arms of Omsk City are restored officially, and appear on all municipal insignia, against a green background. At times, the Arms are surrounded by oak branches with acorns enveloped in Alexander Band, just like the Arms of 1868 — for a fancy look; though the crown is missing, of course.

The Flag of Omsk City, though not yet officially adopted to my knowledge, has been gaining popular support since its first appearance in 1996 (?). It is a white flag of standard dimensions, with the 1785-1825 Coat of Arms displayed in its center, and the city's name written in green capital letters ("OMCK") directly underneath the Coat of Arms.
