I don't know if they have adopted the symbols already but they don't answer to messages sent to them to have information on this subject (neither in english nor in russian).

The old coat of arms of Pskov (28/05/1781) has been officially approved at 13/11/1992 by Pskov's City Soviet of People's deputies.

In the 1899 book Gerby Rossiyskoi Imperii [ppw99] and there it was: Full description of the arms, which feature a snow leopard (in russian, bars’).
