About the flag

The law of Pskov oblast is at http://www.pskov.ru/downloads/ustav.htm with the article about flag, coat of arms and anthem bearing Nr. 4. I don't know if they have adopted the symbols already but they don't answer to messages sent to them to have information on this subject (neither in english nor in russian).
