I recently posted some flags of German counties, as far as I knew them. However, this series is far from complete as there are many more counties on which I had no information. Just to give an overview of where that puts us, here are the numbers of flags posted and counties in total per federal state:
Baden-Württemberg 6 flags out of 35 counties Bavaria 11 71 Brandenburg 4 14 Hesse 2 21 Mecklenburg-West Pomerania 4 12 Lower Saxony 3 38 North Rhine-Westphalia 4 31 Rhineland-Palatinate 7 24 Schleswig-Holstein 5 11None from Saar, Saxony, Saxony-Anhalt nor Thuringia. In total, that makes 46 flags out of 323 counties. Thanks to Falko Schmidt who took the time to look at the flags and compare them with his own notes before they were posted and corrected me several times.

The entities referred to on this website as 'counties' are called Kreise in the communal constitutions [Kommunalverfassungen] of North Rhine-Westphalia and Schleswig-Holstein and Landkreise in the other states. This distinction does not in itself imply a difference in status, however, and the terms Kreise and Landkreise are in general used interchangeably.
